✅ National Human Rights Commission -

The chairman and members are appointed by the President on the recommendations of  six Committee consisting of - Prime Minister as its head + The Speaker of Lok Sabha + The deputy chairman of Rajya Sabha + Leaders of opposition in both the houses of parliament and the Central home minister

✅ State Human Rights Commission

The chairman and members are appointed by the Governor on the recommendations of a committee consisting of The Chief Minister as its head + The speaker of the Legislative Assembly + The state home minister + The Leader of the opposition in the Legislative Assembly

(In case of state having Legislative Council, the chairman of the council would also be the members of the committee)

✅ Central Information Commission

Chief Information Commissioner and other commissioners are appointed by the President on the recommendation of a committee consisting of The Prime Minister as chairperson +  The Leader of Opposition in the Lok Sabha + A Union Cabinet Minister (nominated by the Prime Minister)

✅ State Information Commission

Chief Information Commissioner and other state commissioners are appointed by the Governor on the recommendation of a committee consisting of The Chief Minister as Chairperson + The Leader of Opposition in the Legislative Assembly + State Cabinet Minister (nominated by the Chief Minister)

✅ Central Vigilance Commission

The Central Vigilance Commissioner and two Vigilance Commissioners are appointed by the President on the recommendation of a committee consisting of The Prime Minister as its head + Union minister of Home Affairs + Leader of the Opposition in the Lok Sabha

✅ Central Bureau of Investigation

The Director of CBI shall be appointed by the Central Government recommendation of the three member committee consisting of The Prime Minister as Chairperson + Leader of Opposition in the Lok Sabha + Chief Justice of India or Judge of the Supreme Court nominated by him

The DNA Technology (Regulation) Bill

Recently, the DNA Technology (Regulation) Bill was introduced in the Lok Sabha to regulate the use of DNA technology for establishing the identity of a person. What are the provisions of the bill? 1. Establishment of National and Regional DNA Data Bank. 2. Every data bank would have indices such as the crime scene index, suspects’ or undertrials’ index, offenders’ index, missing persons’ index and unknown deceased persons’ index. 3. Establishment of DNA Regulatory Board which accredits labs analysing DNA samples. 4. Written consent by individuals is mandatory before collection of their DNA samples and creating a DNA profile of an individual. 5. However, consent is not required for offences with punishment for more than seven years in jail or death. Deletion of DNA profile from Data banks: 1. 1.  India and Vietnam sign 12 agreements to boost bilateral ties India  and  Vietnam  have signed  12 agreements  for cooperation in areas like defence, IT, space, double taxation and sharing white shipping information, signaling a strong upward push in their strategic ties. The agreements were signed by the  two sides officials  in presence of PM Narendra Modi  and his Vietnamese counterpart  Nguyen Xuan Phuc .
